EU’s global peer-to-peer assistance hits a new milestone

The EU public sector expertise is in higher demand than ever before. This was the key message from the TAIEX & Twinning Institution Building Days on 16-18 November 2021.

Flexibility and resilience made possible the expansion of the activities of the European Union institution building instruments TAIEX and Twinning even amidst the global pandemic. The same two characteristics were prominently at display in the annual Institution Building Days.

Designed for the first time in a hybrid format, the event was not only the largest gathering of its kind ever organised, but also the most diverse. With over 300 registered participants and over 500 viewers following the live stream from some 50 countries, the event brought together EU experts and representatives from all EU Member States, TAIEX and Twinning beneficiaries from all across the world including the enlargement and neighbourhood regions as well as 12 different Commission services.

Applying lessons from hundreds of virtual TAIEX events to date, the modular event programme was developed in cooperation with the six Commission services implementing TAIEX and Twinning as well as the National Contact Points in EU Member States and enlargement and neighbourhood countries. A large portion of the over 50 speakers were EU experts and partner country beneficiaries sharing their grass-root experience.

Overall, the event demonstrated the potential of innovative digital and hybrid methods. Combining online, in person and hybrid meetings has made TAIEX and Twinning assistance even more flexible and accessible, but also more resilient to any future disruptions. With public administrations everywhere looking for solutions to persistent health, digital and environmental challenges, TAIEX and Twinning are uniquely suited to respond to this demand both in the European Union and globally.
